Director of National Library of Indonesia: Prepare Innovation as Bureaucratic Reform Acceleration Strategy

Salemba, Jakarta - Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) evaluated the implementation of bureaucratic reform (RB) and the performance accountability system of National Library 2020, on Thursday (8/10). On that occasion, Director of National Library Muhammad Syarif Bando conveyed that National Library's commitment in accelerating bureaucratic reform will prioritise innovation.

According to Syarif Bando, there are still a number of things that need to be considered in the effort to accelerate bureaucracy, such as improving quality and professionalism of human resources, as well as a number of infrastructures that must be improved.

"National Library involves the collaboration of all employees in order to present innovations to improve service quality," explained Syarif Bando.

In addition, Director of National Library said that the innovations made by National Library are closely related to providing library access for the public, especially in the midst of Covid-19 pandemic. The presence of iPusnas digital library containing a collection of knowledge about Coronapedia can be enjoyed by the public for free. Another thing that has become a breakthrough for National Library of Indonesia to support bureaucratic reform is to simplify bureaucracy by reducing echelon III and IV positions to functional positions.

Meanwhile, Assistant Deputy for Policy Implementation and Evaluation of Bureaucratic Reform, Apparatus Accountability, and Regional Supervision III of Ministry of PAN RB Naptalina Sipayung said that the trend of bureaucratic reform (RB) value at National Library tends to increase. In 2019, National Library of Indonesia RB value reached 73.05%.

"I hope that National Library of Indonesia’s RB value can reach 75% so that an increase in performance allowance can be proposed," he added.

Naptalina also added that acceleration of bureaucratic reform is in line with the President's mandate to increase the effectiveness and efficiency of bureaucratic implementation in Indonesia. Bureaucracy performance must also be able to be monitored by the public through a performance accountability system.

"Implementation evaluation of bureaucratic reform is not only to assess the implementation of RB itself; it also shows the extent to which performance accountability and integrity zones are implemented," concluded Naptalina.
