Community Consultation in Literacy for Welfare Guidelines
Jakarta - In order to perfect information literacy for welfare program guidelines, the National Library of Indonesia held a focus group discussion (FGD). The FGD asked for input to the operationalization of this program, and involved various elements of society, namely librarians, academics, literacy activists, community reading garden forums, to the public.
In an online FGD, Deputy for Library Resources Development Deni Kurniadi stated that literacy is an important factor in building a solid foundation for the realization of a knowledgeable and characterful society. To build such a society, literacy must be understood widely, namely the cognitive ability of individuals to identify, understand, and interpret the information obtained to be applied in activities that are socially, economically and welfare beneficial.
"Therefore, literacy is not only interpreted as the ability to read, write and count," he explained in Jakarta on Monday (11/16/2020).
Deni explained, the government in the National Medium-Term Development Plan (RPJMN) 2020-2024 has determined the direction of medium-term development policies, one of which is to increase literacy, innovation, and creativity for the realization of a knowledgeable and characterful society. This is evidence that library have a role in national development. "And of course the library is expected to be able to improve literacy culture," he said.
This guideline is expected to become a reference for librarians, literacy activists, library managers, and libraries in Indonesia in developing a culture of reading fondness through strengthening literacy content, and improving access and quality of library services based on social inclusion, so that through this guideline, libraries throughout Indonesia are able to assess the achievement of community literacy.
Deni emphasized that improving literacy culture involves the role of librarians. Even here, librarians have a role as agents of change in society. Therefore, librarians are required to be able to transfer knowledge and make people literate. Librarians are encouraged to conduct monitoring and evaluation so that they can analyze with data and provide recommendations in the form of improvements in the implementation of activities.
"The mentality of Indonesian people must be strengthened through library, disciplined ethos of progress, work ethics, honesty, law-abiding, perseverance, and persistence are the characters and cultural values in society. This mentality will be able to exist in every individual Indonesian people, one of which is literacy culture enhancement and library is expected to be able to improve literacy culture in society," he concluded.
Meanwhile, the Information Literacy for Welfare Guidelines Preparation Team Asep Saeful Rohman stated that the information literacy program for welfare is expected to be able to improve the quality of people's lives so that they are more prosperous. According to him, library must be able to become a strategic element in building community empowerment, from villages to all parts of Indonesia. "Hopefully this program can continue and it can be a program for all time. So that, it is hoped all Indonesian people can improve their welfare, the library is present together with other stakeholders in order to build it all," he explained.
The lecturer of the Library and Information Science Study Program at the Faculty of Communication Sciences, Padjajaran University, stated that these guidelines were compiled since February 2020. The draft guidelines were socialized to get responses from the entire community. This strategic document is a reference for libraries in Indonesia in implementing information literacy programs for welfare.
