National Library Designs National Bibliography Data Centre Application

Salemba, Jakarta - Directorate of Library Material Deposit is tasked with managing printed and recorded works (KCKR), compiling Indonesian National Bibliography (BNI), national union catalogue (KIN) and other secondary literatures. Unfortunately, attention from local government to the preparation of regional bibliography is lacking. As a matter of fact, this is the obligation of local government. In the future, National Library needs to design application for BNI data centre.

Overcoming this backwardness, Director of National Library Muhammad Syarif Bando suggested using deconcentration fund to collect KCKR in the regions. "The essence of library is centre of the nation's civilisation, so when carrying out collection hunting activities don’t just collect library materials but also motivate the regions to actively write local content," Syarif Bando added when he exchanged ideas about the preparation of Norm, Standard, Guidelines, and Criteria (NSPK) for Deposit work unit, on Tuesday (4/8).

Meanwhile, Inspectorate suggested that regional KCKR collection activities use non-physical Special Allocation Fund (DAK). In accordance with the prevailing legislation so that central government can still interfere.

Senior Librarian of National Library, Titiek Kismiyati, agreed with Director of National Library that there is a need for a regional bibliography application. However, she suggested that only one application should be used. It can be used by central and regional institutions. Titiek then proposed two data processing methods, namely online and conventional. Entry data for regional union catalogue can also be done online or conventionally. "If the regions do not have internet network, they can use conventional method," explained Titiek.

For BID, Director of Library Material Deposit Nurcahyono explained a number of BID criteria, namely recording regional publications within two years, recording all library materials, containing all fields of science according to DDC published in the region. Meanwhile, the criteria for (regional union catalogue) KID include collecting catalogue data from all types of libraries at provincial level, collecting library collection data for the last 3 years for all types of collections, except for dictionaries, encyclopaedias, children's stories, and routine reports, as well as including all fields of science in accordance with DDC, not bound by one language," explained Nurcahyono.
