National Library of Indonesia Develops Grand Design of Risk Management for Mitigation
Salemba, Jakarta - As an institution, the National Library of Indonesia is faced with internal or external threats. Therefore, risk management must be formulated to carry out mitigation and stages in dealing with disaster risk. Risk management is structured to identify risks, evaluate and measure risks, and manage risks. This was conveyed by the Director of the National Library of Indonesia, Muhammad Syarif Bando, in the meeting of the National Library Risk Management Grand Design 2021-2025 and the National Library Risk Guidelines.
"Of course everyone knows that there are certain threats that cannot be avoided, such as earthquakes. Fire, can be avoided or not, depends on negligence or carelessness. Or there are so many things that concern us to be formulated in a structured manner," he explained in the initial meeting held at the National Library of Indonesia Theater Room, Salemba, Jakarta, Friday (6/12/2020).
To that end, Syarif Bando asked all echelon one and two officials in the National Library to draft a minimum and maximum threat to the duties, main points, and functions of each unit. The National Library of Indonesia faces a risk that requires a very large cost, namely the preservation of library materials. According to him, this is due to climatic conditions in Indonesia which have high humidity level, especially Jakarta city which has a high level of air pollution.
The Director of National Library hopes that the formulation of the grand design will produce four main thoughts. First, risk management which generally pose a threat, including earthquakes, floods and fires. Second, ensure risk management in controlling and managing library materials with specifications. Third, the formulation of risk management related to data center management, information technology with the preparation of human resources who have high technology capabilities and understanding abilities such as cyber agency. Finally, prepare risk management documents related to lawsuits.
"I hope that this risk management standardization has a level, each activity has a score. Because these scores and standards will force us to create resources, both human resources and financing, especially work equipment for disaster control or mitigation," he explained.
Meanwhile, the Head of the Legal and Planning Bureau, Joko Santoso, stated that risk management is the mandate of the eight Bureaucratic Reform Change Areas that are included in the area of Management. In achieving the goals set out in the 2020-2024 strategic plan (Renstra), the National Library of Indonesia faces various things and may result in goals not being achieved as expected.
"So that in addition to risk management 2021-2024, we will also have risk management guidelines. So, in this case, with these guidelines we can anticipate, handle risks that will hinder or thwart the achievement of organizational goals, and can also integrate good management processes in planning, implementing, and evaluating existing performance," he concluded.
