Medan Merdeka Selatan, Jakarta - Merit system is a policy and management based on three factors, namely qualification, competency, and performance which are applied fairly and properly without discrimination. This was conveyed by a member of KASN (State Civil Apparatus Commission), Mustari Irawan, when delivering presentation at theatre on the 2nd floor of National Library Service Building, Monday (3/2).
"Civil Servant (ASN) really determines the quality of institution bureaucracy, therefore according to one of its functions KASN conducts supervision on basic values, codes of ethics and codes of conduct, including ASN neutrality," he explained.
In response to this, especially regarding the neutrality of ASN, Director of National Library, Muhammad Syarif Bando, appealed to 300 new civil servant (PNS) of National Libraries to be more careful in posting news on social media. "ASN must be neutral. For that reason, ASN committing violation against the rules can be subject to sanction," he said.
KASN is a non-structural government institution that has an important and strategic function on how to maintain all ASNs in Indonesia. Because the wheels driving the bureaucracy is ASN, it is expected that the stronger the wheels, the stronger Indonesia will be.
