Village Fund can be Allocated for Village Library

Pancoran, Jakarta - Based on Minister of Village, Disadvantaged Regions Development, and Transmigration Regulation No. 11 of 2019, village funds disbursed by government each year to village treasury account can be allocated for the construction of village libraries and the provision of reading material. This was conveyed by Expert Staff in Regional Development of Ministry of Village, Disadvantaged Regions Development and Transmigration, Conrad Hendrarto.


Conrad said village library has strategic role to develop reading interest and literacy development of rural community. "In the city there is a lot of reading material, in contrast to village where access to books is limited, so village library is needed. The existence of village library can be utilised by community in developing innovations to improve welfare," Conrad said in his presentation at National Coordination Meeting on Library, Tuesday (25/2).


Furthermore, Conrad explained, there are six steps to empower village library. Among them, analysing village potentials, distributing roles and processing performance of village literacy activists, increasing the role of villages in village library in accordance with their authority, as well as integrating mentoring activities at the village level for literacy activities.


"We have to know the village's potential in order to be able to provide books suitable with community needs. Until 2019, 1,201 library units had been built using village fund," he continued.


Meanwhile, Minister of Home Affairs Tito Karnavian emphasised that his party encourages village government to be able to utilise village fund for the construction and development of library that could encourage local literacy.


"Please village funds can be used to build mini libraries in each respective region. With collection materials that fit the needs of local community, it can encourage innovation in the region," he said.
