Library Services Transformation for Public Welfare
Batam, Kep. Riau - Library service is public inclusive rights guaranteed by law including Law No. 43 of 2007 on library article 5 and Law No. 23 of 2014 on regional government article 12 section 2.
Head of Law and Planning Bureau of National Library Joko Santoso in his presentation when he was a speaker at IPI National Work Meeting XXII and IPI National Scientific Seminar stated that in accordance with RKP 2019, library's national development target is to improve the quality of human resources and people's welfare. These two targets can be realised by making library as centre of information literacy and centre of information activities. The achievement of this target can be seen from reading fondness index, number of users, access to services, and number of public libraries providing social inclusion service.
National Priority programme and activity 2019 are human development through reduction of poverty and improvement of basic services consisting of three national priority scales, namely applied and inclusive information literacy, public assistance for information literacy, and equitable distribution of social inclusion-based library services.
Joko further explained about library transformation which can be divided into three parts. "First, centre of science (innovation), second, centre of culture (preservation and promotion), and third is centre of public activity (empowerment)," Joko said.
