Bima Municipal Requested to Immediately Complete the Certificate and DED of Library’s New Building

Medan Merdeka Selatan, Jakarta-Bima, is one of those located in West Nusa Tenggara (NTB). 16 years ago, Bima region experienced the division of regions into two parts, namely regency and municipal. The potential of human resources in Bima is the second best in NTB province after Mataram. However, the absence of public library building which is expected to be one of the bases of community literacy movement has not been accomodated due to the 5 Richter scale earthquake that struck Bima in mid-2018. Through special allocation fund (DAK), Bima Municipal Government has now proposed the establishment of a library building in 2020.

This was revealed by Mayor of Bima Municipal Muhammad Luthfi at the meeting with Director of National Library, Muhammad Syarif Bando on Friday (14/6). Mayor Luthfi argued that physical establishment of the library was a priority due to the potential of human resources owned by Bima. Through library, people obtain many scientific and knowledge references useful in life and daily activities. It can be said that libraries in Bima Municipal are currently only in school and academic environments.  

"Physical library building with face-to-face services is still important, even though book collection can be obtained through social media or other applications. However, not all provide them in full form (book)," said Mayor Muhammad Luthfi.

Director of National Library Muhammad Syarif Bando expressed how important the position and role of library is for community. The existence of library is protected by a number of laws, such as 1945 Constitution, Law Number 43 on Library, Law on National Education System, Law on Research and Technology, Law on Village, Law on Printed and Recorded Works (KCKR), Law on ITE, and Law on Book.

"Library is people’s right. The essence of developing library is something that cannot be negotiated. Therefore, synergy is needed so that the goals of library as written in the Constitution can be realised," said Director of National Library.

Meanwhile, Head of Library Development Center and Reading Interest Study (P3MB) of National Library, Deni Kurniadi, explained that the submission of proposal for library physical building for Bima Municipal was still incomplete. "There is still insufficient proof of certificate and detail engineering design (DED). Please complete it immediately," advised Deni before Mayor and Bappeda of Bima Municipal who accompanied him.
