Library National Coordination Meeting 2019: Efforts to Realise Quality Human Resources

Medan Merdeka Selatan, Jakarta National Library of Indonesia will hold a National Coordination Meeting (Rakornas) of Library Field 2019 with theme “Librarian at Work in Creating Social Inclusion-Based Library to Improve Community Welfare”. National Coordination Meeting of Library Field 2019 will be held in Jakarta, on Wednesday (13/3/2019)-Saturday (16/3/2019).

This theme is in accordance with National Library’s tagline launched on January 2, 2019. Furthermore, literacy for welfare is included in one of national priority activities stipulated in Government Work Plan 2019. Head of Law and Planning Bureau of National Library Joko Santoso explained that one of literacy performance indicators for welfare is a social inclusion-based library. In social inclusion-based library, library service experiences changes into an open space for people to share experience, learn contextually, and practise life skills.

“Literacy strengthening for welfare is expected to generate quality and competitive Indonesian human resources in 4.0 industrial era,” explained Joko Santoso when giving a statement at press conference ahead Library National Coordination Meeting 2019 at Service Facility Building of National Library of Indonesia, Jakarta, on Monday (11/3/2019).

National Coordination Meeting of Library Field 2019 will be opened by Minister of Home Affairs Tjahjo Kumolo on Thursday (14/3/2019). Head of Information Centre of Ministry of Home Affairs Bahtiar stating his appreciation for National Library’s performance in strengthening literacy and libraries for the past five years. Through National Coordination Meeting, Ministry of Home Affairs supports National Library’s efforts in mobilising regional and border governments in order to strengthen literacy and library. In his opinion, library management is not only assigned to National Library but it must also be synergised with the stakeholders.

“Because this great job involves a lot of resources, human resources, stakeholders and many parties. Of course, the methods continue to develop and community needs are increasingly developing and certainly must be in line with policy direction of national and regional development. Then Minister of Home Affairs acts as patron and supervisor of regional government operation fully supports the efforts of National Library in mobilising regional government,” explained Bahtiar.

Bahtiar explained, Minister of Home Affairs instructed regional government to allocate Regional Revenue and Expenditure Budget (APBD) to strengthen literacy and library management. Through the allocation of APBD for library sector, acceleration of quality human resources development can be realised.  

“Ministry of Home Affairs supports allocation of APBD for library. We will check if in 2020 it requires to be sharpened. Therefore, regional financial management regulation becomes our tool to ensure all regional government in 514 regencies/cities and 34 provinces actually allocate sufficient budgets. So, revising the budget towards human resources development, in this case of library development in regions,” he explained.

National Coordination Meeting of Library Field 2019 is focused on National Library’s efforts to strengthen programmes and activities of National Library Strategic Planning (Renstra) 2015-2019, as well as development planning formulation of library sector in 2020.  National Coordination Meeting presents speakers from a number of ministries such as Ministry of Finance, Ministry of National Development Planning/BAPPENAS, Ministry of Education and Culture, Ministry of Village, Development of Disadvantaged Regions, and Transmigration, Vice Head of Ombudsman, Head of Commission X of DPR-RI, Director of National Library, Indonesian Reading Ambassador Najwa Shihab, Chairman of AIPI, and other speakers.
